Abro este hilo para debatir públicamente la posibilidad de una campaña sobre migraciones frente a la Directiva que ha aprobado la Unión Europea ("Directiva de la Vergüenza"). Creo que todos, en todos nuestros idiomas, podemos debatir. Yo me comprometo a traducir al castellano y al inglés las aportaciones de todos.

I open this thread to debate in public the possibility of a inmigrant campaign against the Directive passed by the European Union ("Directive of the Shame"). I think that all of us, in all of our languages, can debate. I promise to translate into spanish and english your contributions.

El hambre y la necesidad, las malas condiciones de vida, generan siempre movimientos migratorios. Que la gente busque una vida mejor es lógico y acorde con nuestra naturaleza. Más aun cuando lo que está en juego muchas veces (cada vez más) es la propia supervivencia. Cuanto más se extiendan los efectos de la barbarie capitalista, más migraciones habrá. Tratar de regularlas, de controlarlas e, incluso, de prohibirlas, aparte de una canallada (pues son los que las prohiben los principales responsables de que esas personas se vean obligadas a migrar) es, sencillamente, imposible. No existe dispositivo que pueda parar a millones de migrantes.

The famine and the need, the bad conditions of life, always generate migratory movements. That the people search a better life it is logical and according to our nature. Even more when what is in game more and more it is the same survival. The more spread the effects of the capitalist barbarism, the more migrations there will be. To try to regulate them, to control them and, even, to prohibit them, besides a dirty trick -something typical of swines- (since who prohibit them they are the principal liables of that these persons are forced to migrate) is, simply, impossible. There´s no device that could stop million of inmigrants.

La UE pretende aterrorizar a los inmigrantes para que no reclamen sus derechos como seres humanos que son. Así conseguirán mantenerlos en una situación de semi-esclavitud, sumisos a la explotación a la que los someten los capitalistas.

The EU tries to terrify (even terrorize) the immigrants so that they do not claim their rights as human beings that they are. This way they will manage to keep them in a situation of semi-slavery, submissive to the exploitation to which the capitalists submit them.

Los inmigrantes no son los enemigos de los trabajadores ciudadanos europeos. Todos, trabajadores inmigrantes y trabajadores ciudadanos, somos explotados por los mismos capitalistas. Ellos, la burguesía capitalista, son nuestros verdaderos enemigos. Contra ellos, contra la explotación a la que nos someten a todos, debemos luchar.

The immigrants are not the enemies of the civic european workers. All, immigrant workers and civic workers, we are exploited by the same capitalists. They, the capitalist bourgeoisie, are our real enemies. Against them, against the exploitation to which they submit all of us, we must fight.

The passage of the immigrant detention law in the European parliament and the anti-immigrant measures planned in Italy and elsewhere could potentially backfire and provoke a movement among the immigrants. This is a Europe-wide campaign that our embryonic network could contribute to. As in the United States, with rising unemployment likely in the EU, it would be critical for an immigrant movement to raise demands that unite it with native-born workers. A key such demand would be for massive public works programs, especially to provide housing. Of course, it would also raise the demand for open borders and freedom of movement, explaining to native-born workers how it is the illegal status of the immigrants, not their presence that drives down wages and working conditions.

I agree with campaigning that migrants workers are fellow workers of the world working class and that they should have the same rights as the other subjects of the state where they live (for instance, the right to vote) but not with campaigning for a "massive public works programme".

What would be the point of demanding it? No capitalist government can, or will, grant it. Where's the money going to come from if not from taxing profits and what government is going to agree to that? Capitalism just can't be reformed in this way to benefit workers (see the discussion in the French section on "Le réformisme est mort").

Esto plantea en un contexto práctico la cuestión teórica que también está siendo discutida aquí en español: las demandas de reforma.

Estoy de acuerdo con hacer una campaña que plantee que los trabajadores inmigrantes son compañeros trabajadores de la clase obrera mundial y que ellos deberían tener los mismos derechos que los otros sujetos del estado donde ellos viven (por ejemplo, el derecho a voto) pero no con hacer una campaña a favor "de un programa de trabajos públicos masivos".

I agree that any demands that actually shift money from capitalists to workers can’t become long-term concession under today’s capitalism, since the economy will continue to shrink. But that is as true of demands for the basic defense of immigrant rights as it is of demands for a public works program. In the United States for example, granting basic rights to 15 million undocumented immigrants would lead to a very swift increase in wages for those workers and real declines in profit.

That fact in no way should prevent us from making demands that are in the interest of all workers. First, such demands can be won in partial form as temporary concessions. Historically the capitalists, confronted with a sufficiently threatening mass movement, have given concession even though it is at their own expense under difficult circumstances. In the US, mass movements uniting unemployed and employed workers led to massive public works program in the middle of the Great Depression—the Civil Works Administration , which lasted only a few months, and the Works Progress Administration and Public Works Administration, which lasted several years. Similarly today, strong enough mass movements could force both public works program and something approaching open borders for immigrants as temporary concessions—of course in partial form, always threatened with cancellation and withdrawal.

Winning concessions that benefit workers can strengthen the movement by showing that victories are possible. But capitalists give concession in the hopes that they will de-mobilize movements and channel them into alliances with bourgeois political forces. If that happens, the concession is withdrawn from a tamed movement.

What is essential is for activists to not only explain why such demands are needed, but also why winning such demands on a permanent basis is not possible economically under capitalism today. In that context, we can show how fulfilling such demands on a long-term basis requires going beyond capitalism to a democratic socialist society.
